Extension to Add Rubber Band Scrolling to Windows

The "Rubber Band" effect—where pulling past the top of the page stretches the content before snapping it back—provides incredible tactile feedback regarding the document's boundaries. An extension to explicitly add rubber-band scrolling to Windows desktops is Smooth Scrolling. Inheriting mobile UX fundamentals, it calculates the over-scroll tension dynamically, injecting immediate, satisfying physical feedback into the otherwise sterile and rigid Windows OS desktop scrolling environment.
