Extension to Add Rubber Band Scrolling to Windows

On many Windows laptops with a precision touchpad, Chrome already bounces slightly at the top and bottom of a page. Mouse wheels don't get the effect, and no extension adds it reliably, because the bounce happens inside Chrome's own scrolling. If you don't see it on your touchpad, search chrome://flags for "Elastic Overscroll", where your version lists it.
