Chrome can already mute sites: right-click a tab and choose "Mute site", and that site stays muted until you unmute it. You can also block sound for a site in Chrome's site settings. Much surprise audio comes from autoplaying video ads, and Ultimate Adblocker blocks the ad networks that serve them, so those players never load in the first place. It doesn't mute tabs itself, so use Chrome's "Mute site" for sites that autoplay their own videos.
