If you want background tabs to stay loaded, the thing to turn off is tab sleeping. In Chrome, open Settings > Performance and turn off Memory Saver, or add sites under "Always keep these sites active". If you use Tab Manager, turn off "Sleep idle tabs automatically" or add the site to "Sites that never sleep". Chrome may still unload tabs when your computer runs very low on memory.
