When text is magnified, each wheel notch can jump too far. On Windows, lower Settings > Bluetooth & devices > Mouse > "Lines to scroll at a time", down to 1; on a Mac, lower the Scrolling speed in System Settings > Mouse. The arrow keys also scroll in small steps. For magnification itself, Chrome's zoom (Ctrl and +, up to 500%) reflows text on most sites, and Windows Magnifier (Windows key and +) or macOS Zoom magnifies the whole screen.
