Scrolling effects won't change how an old site looks. What helps: Chrome's Reading mode in the side panel shows the text in clean, adjustable type; Chrome's zoom enlarges small fonts; and a dark mode such as Modern Dark Mode changes the colors. Old sites with tiny fixed text often read best in Reading mode.
