If your mouse has a free-spin wheel, the fix is on the mouse: most Logitech models with one have a button that switches the wheel back to click-by-click (ratchet) mode, and Logi Options+ can turn off SmartShift, which switches to free spin automatically when you spin fast. On Windows, lowering Settings > Bluetooth & devices > Mouse > "Lines to scroll at a time" also limits how far each notch moves the page. No browser extension can cap the wheel itself.
