Scroll speed is set by your system, not the browser. On Windows: Settings > Bluetooth & devices > Mouse > "Lines to scroll at a time", or switch to "One screen at a time". On a Mac: System Settings > Mouse > Scrolling speed. Logi Options+ adds speed and smooth scrolling settings for Logitech mice, and on a Mac, the free Mos app lets you tune step size and duration. Chrome itself has no scroll speed setting.
