Lower the scroll distance in your system settings: on Windows, Settings > Bluetooth & devices > Mouse > "Lines to scroll at a time" (try 1 or 2); on a Mac, System Settings > Mouse > Scrolling speed. For dense documents, the arrow keys also move in small, steady steps. Chrome itself has no scroll speed setting.
