Tool to Stop Scrolling When Mouse Hovers

When the pointer is over a box that scrolls on its own, such as a map, chart or comment panel, the wheel scrolls that box instead of the page; on many sites the page carries on once the box reaches its end. No browser setting changes this. The easiest workarounds: move the pointer to the page's margin before scrolling, or click a blank part of the page and use Space or Page Down. Windows' "Scroll inactive windows when I hover over them" setting controls the same thing between windows, not inside a page.
