iPhone-style scrolling, with momentum and a bounce at the edges, comes from touch gestures. On a Windows laptop with a precision touchpad, Chrome gives you momentum and, on many machines, a slight bounce at the top and bottom of pages. Mouse wheels don't bounce; the closest feel is a free-spin wheel or your mouse maker's smooth scrolling setting. To scroll in the iPhone's "natural" direction, change Scrolling direction in Settings > Bluetooth & devices > Touchpad > Scroll & zoom.
