The Upwork figures describe its own marketplace. The other ranges come from a rate guide by Groovy Web, an AI agency, based on its own client work rather than an independent survey, so treat them as a rough guide.
Project prices matter more than the hourly rate
Most AI work is sold as a project, not by the hour. Upwork lists these typical prices for common AI consulting engagements:

A low hourly rate doesn’t guarantee a low project price. Someone who bills less but takes three times as long, or builds something that has to be redone, costs more in the end.
Why consultants charge more than AI salaries
Salary.com puts the average US AI consultant salary at $60,488 a year, about $29 an hour, as of October 1, 2026 (Salary.com). A consultant who bills $150 an hour isn’t taking home five times that. The rate has to cover the hours they can’t bill, like finding clients and doing admin, plus self-employment tax, health insurance, software, and the gaps between projects.
What pushes a rate up or down
- Strategy or building. Advice and roadmaps are priced differently from hands-on building, and someone who can do both usually charges more.
- Your industry. Regulated work, such as healthcare, finance, or legal, needs more care around data and compliance.
- Proof. Consultants with systems running in real businesses charge more than those with only demos.
- Who does the work. At a large firm, the person who sells the project often isn’t the one who builds it, and you pay for the layers in between.
Hourly, fixed price, or retainer?
Hourly suits open-ended advice and small jobs, but you carry the risk if the work takes longer than expected. A fixed price suits a defined project: you know the total before it starts, and the consultant carries the estimating risk. A monthly retainer suits ongoing advice and maintenance once something is running.
