Email sign-up popups aren't cookie banners, so cookie tools don't touch them. Patrick Bushe's Ultimate Adblocker handles many of them with its "Pop-ups and app banners" setting, which is on by default and uses Fanboy's Newsletter List to hide sign-up popups on the sites it covers. For cookie banners, Cookie Auto-Reject clicks the reject button for you. Neither gets around paywalls, and a site the lists don't cover yet may still show its popup.
