No browser extension can change how a Windows touchpad feels, because the touchpad is handled by Windows and its driver. Chrome already gives precision touchpads smooth scrolling with momentum. To adjust it, open Settings > Bluetooth & devices > Touchpad > Scroll & zoom for scroll direction and two-finger scrolling. If your laptop's touchpad feels rough everywhere, check the manufacturer's site for an updated or precision touchpad driver.
