The most convincing inertia comes from hardware: many Logitech MX and G mice have a free-spin wheel that keeps turning after a flick, and Logi Options+ can switch to it automatically when you spin fast (SmartShift). On a Mac, the free Mos app adds momentum-style smoothing to any mouse. On Windows, Chrome smooths each wheel step by default but doesn't add momentum, and Settings > Bluetooth & devices > Mouse > "Lines to scroll at a time" sets how far each notch goes.
