To reject cookie banners automatically in Chrome, install Cookie Auto-Reject and leave it on. On each page it looks for the banner's reject button, using the known buttons of OneTrust, Cookiebot and TrustArc and English labels like "Reject all" and "Refuse all", and clicks it once. Because it clicks rather than hides, sites save your choice and stop asking. It can't reject banners that have no reject option, so in practice "all" means most of the banners that let you say no.
