When tabs shrink to icons, a list is easier to read. Tab Manager's popup lists every open tab by title, split into this window and other windows, with a search box; click one to switch to it. Chrome's tab search (Ctrl+Shift+A, or Cmd+Shift+A on a Mac) does something similar. To clear the bar itself, collapse tab groups you're not using and close what you're done with.
