A Mac's scrolling feel comes from macOS and Apple's hardware, so no browser can copy it exactly. On a PC, the closest you'll get is a precision touchpad, which Chrome scrolls smoothly with momentum; a mouse with a free-spin wheel; and your mouse maker's smooth scrolling setting, such as in Logi Options+. To match the Mac's "natural" direction on a touchpad, change Scrolling direction in Settings > Bluetooth & devices > Touchpad > Scroll & zoom.
