Simple Chrome Extension to Export Web Links

Tab Manager doesn't export links. Chrome can do it in two steps: press Ctrl+Shift+D (Cmd+Shift+D on a Mac) to bookmark all the tabs in a window into a folder, then open the Bookmark manager and choose Export bookmarks, which saves an HTML file with every link and title. Several extensions copy all tabs' links to the clipboard as text or Markdown in one click; check their permissions first.
