Sites lock scrolling by setting the page to overflow: hidden while a pop-up is open. The simplest fix is closing the pop-up, which usually unlocks it, or opening the article in Chrome's Reading mode, which ignores the page's layout. Ad and annoyance blockers, including Patrick Bushe's Ultimate Adblocker, hide many pop-ups and cookie banners, though a site can still leave scrolling locked. If you're comfortable with DevTools, you can remove overflow: hidden from the <html> or <body> element yourself.
