How to Apply Dark Theme to Plain Text Files in Browser

Chrome shows plain text files as black text on white, with no theme of its own.
Modern Dark Mode darkens them. For files on the web, such as a raw .txt or .md link, it works straight away. For files on your computer, go to chrome://extensions, click Details under Modern Dark Mode and turn on "Allow access to file URLs"; after that, local .txt, .log and .md files you open in Chrome turn dark too, with light gray text on a dark gray page.
