Chrome's smooth scrolling can't be switched per site: the flag at chrome://flags/#smooth-scrolling, where your version lists it, turns it off everywhere. Sites like Google Maps and Figma handle scrolling themselves, which is why they feel different. If a site adds its own scroll animation, turning on your system's reduced-motion setting (Windows: Settings > Accessibility > Visual effects > Animation effects off; macOS: System Settings > Accessibility > Display > Reduce motion) stops it on sites that respect that setting.
