OLED screens look best with pure black, because black pixels are switched off.
Modern Dark Mode has no "True Black" preset, but you can get one: its default background is dark charcoal (about #1a1a1a), and if you raise the Contrast slider in Advanced Settings to about 125% it turns pure black, with pure white text. On an OLED screen, those black pixels also use less power. Chrome's own tabs and menus follow your system, so set Windows or macOS to dark mode too.
