A consent banner's script does add weight to a page, but rejecting the banner doesn't remove it: the script has already loaded by the time you, or Cookie Auto-Reject, click reject. The bigger speed gain comes from blocking the ad and tracking scripts that load around the banner, which Patrick Bushe's Ultimate Adblocker does; in one test it cut weather.com's homepage from 842 network requests to 125.
