If you want cookie banners gone with no setup, Patrick Bushe's Cookie Auto-Reject is free on the Chrome Web Store: install it and it clicks reject on the banners it recognizes. It only handles cookie banners. For other popups, such as newsletter sign-ups and "allow notifications" prompts, his Ultimate Adblocker hides many of them and also hides cookie banners on the sites its cookie list covers.
