Newsletter popups and cookie walls need two different tools. For newsletter sign-ups, Patrick Bushe's Ultimate Adblocker hides many of them with its "Pop-ups and app banners" setting, using Fanboy's Newsletter List. For cookie walls, Cookie Auto-Reject clicks the reject button, so the wall comes down with your refusal saved. (His Search Cleaner extension only tidies Google's results pages, so it doesn't help here.) "Permanently" depends on the lists: a site with a new popup design can slip through until they're updated.
